What happened

On 7 February 1980 the 747 (then B-1866) scraped its tail landing at Hong Kong Kai Tak, abrading the belly skin of Section 46. It was ferried home unpressurized and temporarily patched. The permanent repair, done 23–26 May 1980, was supposed to follow the Boeing Structural Repair Manual: remove (trim) the damaged skin, or cover it with a doubler extending far enough beyond the damage to restore full structural strength. Neither happened — the scratched skin stayed in place, and the repair doubler did not extend sufficiently beyond the entire damaged area. The repair looked finished; strength-wise it was a bandage over a wound that kept opening. Fatigue cracks grew from the tailstrike scratches beneath the doubler through 22 years of pressurization cycles — invisible to every inspection because the doubler itself hid them. On 25 May 2002, twenty-two years almost to the day, the aft lower fuselage let go as Flight 611 approached cruise altitude; the aircraft broke apart in flight over the Taiwan Strait.

Why it matters

Like JAL 123, this is the two-date nightmare: a nonconforming structural repair whose failure date is decades after its sign-off. The SRM's doubler-coverage rules are not conservatism — they are the calculated boundary between a repair that carries the load and one that concentrates it. A repair that deviates from the SRM without engineering disposition creates a hidden defect with a service life, and the inspection program that follows will be inspecting the cover, not the crack.

Control sequence
  1. Map the full extent of tailstrike damage before repairing — every scratch is a crack initiator.
  2. Execute the SRM repair exactly: trim damaged skin where required, or size the doubler to extend beyond the entire damaged area with the specified fastener rows.
  3. Any deviation from the SRM requires the manufacturer's engineering disposition in writing before close-up.
  4. Record the as-built repair — dimensions, coverage, fasteners — so future inspectors know what is under the doubler.
  5. Put repaired pressure structure on a repeat-inspection program sized to the repair, for the life of the airframe.
How often

Catastrophic escape of an improper structural repair is rare — frequency not quantified in public sources — but this card is the proven repeat of JAL 123's pattern: a nonconforming repair to pressurized structure, undetected by decades of inspections, ending in in-flight breakup.

Consequences

Structural failure in the aft lower lobe of Section 46 as CI611 approached FL350; in-flight breakup and wreckage scattered into the Taiwan Strait. All 225 aboard — 206 passengers and 19 crew — were killed; 175 were confirmed fatal, the remainder missing and presumed killed (ASC-AOR-05-02-001).
